What is the Expression of Interest service?
This service enables eligible citizens to explore, compare, and express their interest in a project that best suits their needs. They can choose from both current and upcoming housing projects based on a range of factors like location, completion date. Its aim is to enhance social stability and foster family cohesion.
The service is delivered digitally through the ‘Iskan Abu Dhabi’ application, where beneficiaries can get up-to-date information about their housing status as well as the completion date, enabling them to plan their future based on the submitted preferences.
Eligibility and launch phases
The following categories will be eligible in phase one:
- Existing applicants of Housing Purchase Loans, Deferred Repayment Housing Purchase Loans, or Ready-built Home Grants
Applicants who have already submitted their requests for Housing Purchase Loans, Deferred Repayment Housing Purchase Loans, or Ready-built Home Grants and have obtained preliminary approval will be eligible for the service in its first phase. This enables applicants of Housing Purchase Loans and Deferred Repayment Housing Purchase Loans to review and choose from government housing projects as well as housing projects developed in partnership with the private sector. However, beneficiaries of Ready-built Home Grants can only review and select from government housing projects.
- Existing applicants of Residential Land Grants
Applicants who have already obtained preliminary approval for residential land grants can switch their service type to Housing Purchase Loans or Ready-built Home Grants through the ‘Switch Service Type’ service, enabling them to express interest in available projects, should they wish to do so.
- Beneficiaries of residential land without infrastructure, who have Construction Loan requests under process
In later phases, beneficiaries of land grants without infrastructure, whose Construction Loan applications are under process will be able to express their interest in projects or choose a suitable project through the ‘Switch Service Type’ option. They can also request to switch to Housing Purchase Loans and Ready-built Home Grants. These requests will be reviewed after the current housing applications eligible under the Expression of Interest service are processed.
Applicants of Construction Loan under process or Land Grant under process may switch their service to a Housing Purchase or Home-ready Grant option through the ‘switch Service Type’ option. Upon approval of their switch request, applicants will be able to express interest in various projects and choose from them.

- Fosters family stability and community cohesion by enabling citizens to choose homes that are close to their family.
- Provides clear insights on the future home, including location, design, unit size, completion status, and delivery date.
Steps to Access the Service
- Those eligible will receive an eligibility notification from the Abu Dhabi Housing Authority.
- They can then review the available projects based on service type (purchase or grant) via the application.
- Select the most suitable project after consulting with family members, within one month at most of receiving the activation notification.
- They can access design updates and additional project information, which the user will be notified of when available.
- Reserve the housing unit on the map based on customer preferences and financial solvency through the ‘Iskan Abu Dhabi’ app for government projects. For private sector partnership projects, the booking process will be completed digitally with the real estate developer.
- After reservation, complete all allocation procedures, including the payment of price differences (if any), attending financial literacy programs, activating the housing loan, and so forth.
How to apply
- Existing Applicants
Eligible citizens will be notified via SMS and in-app notifications, enabling them to explore various projects and express their interest through the application. Ample time is then given for reviewing, comparing, and consulting with their families. They will also be notified when the Expression of Interest service opens for suitable projects.
After expressing their interest in a project, depending on its readiness, the Authority will contact the applicant to select their unit on the map, complete the required procedures and receive the title deed.
- New Applicants
After submitting housing applications through the ‘Iskan Abu Dhabi’ application and completing all related procedures, beneficiaries will be given the opportunity to express interest in the most suitable project once the request reaches the ‘preliminary approval’ stage.
This is contingent upon the completion of current housing applications.
